In the name of Allah, the Most Gracious, the Most Merciful Allah, the Exalted, said:

And We made you into peoples and tribes so that you may know one another.

The most honored of you in the sight of Allah is the most righteous.

Indeed, Allah has exalted righteousness and piety over lineage.

By Allah, there is no superiority of an Arab over a Kurd, nor a Turk,

nor anyone else Except through fearing God and a person's righteousness,

whoever their people may be, O our Kurdish folks, O descendants of Salah al- Din

Beware of believing the story that we wish ill upon our Kurdish people, for by God,

whoever harms you with evil is Our adversary until Judgment Day,

for life is your life,

and we want nothing but the reform of the country and the people,

and development And reconstruction and the unity of the country

And that no one should miss their share of this good fortune,

and as I have the honor today of issuing a special decree for our Kurdish

people It guarantees their rights and some of their privacy in the text of the law,

and I urge everyone who was forcibly displaced from their land That he may

return safe and sound,

with no condition or restriction except laying down arms,

and I invite you to participate actively in building this nation and

preserving its security and unity,

and that we reject anything else,

and God is the Grantor of success
