As long as you set up a home health or hospice agency with any name, and a lot of times the name is a very similar name to something that already exists, and then you sign up and you get a Medicare registry certification where you can start billing Medicare, Medi-Cal for any
services basically, as long as you have those patients. So there's back deals where people sell packets of hundreds of Medicare numbers or Medi-Cal numbers. You could pay a few hundred thousand dollars for all those names and numbers, and
over the next several years, you can just bill one point two to one point nine million because that keeps you in a place where you don't really get flagged. The person who opened the floodgates to all of this fraud was none other than my opponent in the governor's race, Xavier Becerra.
As HHS secretary, he massively expanded enrollment. You want as many people in, you don't check anything. Sure enough, he dismantled the fraud unit at HHS. He also changed the policy to something called pay and chase. It used to be the case if there's something
