Concerns Over Military Aid Administration

I never cease to be amazed,

receiving some strange information,

communicating across various social strata and in different fields,

in different directions and so on, including the military.

In the course of my activities, I communicate a lot with informants,

with various sister services,

with those we cooperate with.

Including communicating from time

to time with a certain number of foreigners who reach out with some questions

or issues, including matters of direct material and technical assistance.

We turn to everyone with reciprocal requests

for additional equipment and other applications. But that's not the point now.

Listen to me carefully.

They call me, they write to me from an American foundation.

I won't mention its name.

They ask one question.

What is the administration percentage?

I say, "In what sense?"

They say,

"How much out of one dollar

do you keep for administration for the needs of the troops?"

I say, "Guys,

are you out of your minds?

We are a direct recipient of aid.

You help us, we are better equipped technically,

we get drones,

batteries for them,

new tires for the cars,

spare parts for quadcopters or quad bikes

that we use to move around, whatever. What administration percentage?"

They say, "Don't be surprised, because you're not the first we've checked,

whom we've offered help to over the last six months, or who reached out to us.

And there is usually an administration fee,

and they don't report to us for it.

And it varies from 10 to 20, 25%."

Guys, I'm shocked. Right now, we are actually,

being in a situation of such total mobilization,

receiving information that there are rats working in the rear,

who, under the guise of helping the army, make money,

calling it, in a modern way, the administration of collected funds,

charging some kind of fee.
