Li Qiang, Member of the Standing Committee of

the Political Bureau of the CPC Central Committee and Premier of the State Council,

Li Qiang visited the Zhoushan National Petroleum Reserve Base and the Bulk

Agricultural Products Storage and Transportation Base,

and the Ningbo Daxie Commercial Petroleum Reserve Project,

where he heard reports on the reserves of petroleum, grain, and other materials,

and learned about project construction and operations.

Li Qiang pointed out that in the face of challenges from changes in the

external environment,

having grain in hand brings peace of mind.

Managing reserves of commodities and key materials is of great significance.

It is necessary to scientifically plan the layout,

fully leverage the roles of various entities,

vigorously promote the construction of diverse reserve facilities,

and further expand reserve capacity.

Efforts should be made to step up key scientific research,

promote innovation in storage and management technologies,

and improve information and intelligence levels.

It is necessary to deepen institutional and mechanism reforms,

promote the coordinated operation of strategic and commercial reserves,

and improve rotation, utilization,

At the Zhejiang International Commodity Exchange,

Li Qiang learned about the progress of the commodity resource allocation hub and

inquired in detail about trading.

He emphasized the need to focus on building an integrated

commodity service platform, improve the multi- category,

full- chain trading service system,

actively explore the linked operation of futures and spot markets,

and enhance the international influence of the commodity pricing mechanism.

Li Qiang visited the Ningbo section of the Jintang Undersea Tunnel on the Ningbo-

Zhoushan Railway and the Meishan Port Area of Ningbo- Zhoushan Port,

where he inspected the planning of Zhejiang's transportation and logistics system

and learned about the transportation and processing of commodities.

At the tunnel construction site,

Li Qiang inspected the excavation and laying operations.

He stated that the Jintang Undersea Tunnel has complex geological conditions,

requiring scientific, safe, and green construction,

and the active application of new technologies and equipment,

integrating quality control throughout the construction process to build a high-

quality project that can stand the test of time.

At the Meishan Port Area of Ningbo- Zhoushan Port,

Li Qiang watched unmanned container handling operations and took a

boat to inspect key projects.

He pointed out that Ningbo- Zhoushan Port has prominent comprehensive advantages

and a strong radiation and driving effect.

We must strengthen port infrastructure,

actively develop multimodal transport,

and deeply promote the linkage of seaports, dry ports, airports,

and digital trade ports,

accelerate digital transformation and upgrading,

and explore unmanned and intelligent cargo transport during special hours and on

specific routes, continuously improve throughput capacity,

vigorously develop port- adjacent industries,

and cultivate and extend industrial chains,

to build Ningbo- Zhoushan Port into a world- class leading port.
