Turkey's Strategic Role in Syria
Some people
describe you as, "Mr. Ambassador, you are a man
of tough missions."
And this is based on your multifaceted background.
You worked in security, politics,
and also the media. So,
here,
in Syria, do you think this
period requires such a mix of skills
to manage this file well and exemplarily?
Well, first of all, thank you for your words, but of course,
it wouldn't be
very appropriate for me to say this about myself.
But personally, I can easily say that my life
has not been very easy. And that prepares a person
for things. You know, when your life is difficult,
coping with
hardships comes easier.
So I just, at certain points,
see this as God granting us to serve in difficult missions…
I see it as a blessing, and as something positive.
And in this period,
being in Syria is a great opportunity for me.
But of course, to this post by our President,
um,
to have been specifically chosen is truly, for me,
a great honor. As for the reason why,
of course, sharing all its details
might not be very possible, but for about 15 years,
I've been very closely involved with Syria.
Among the files I worked on, Syria, one way or another,
has always been present. Whether in intelligence,
in analysis work,
in foreign affairs, or as Deputy Minister,
or as a journalist,
I have been here and
followed the Syrian issue very closely.
That's why, regarding Syria,
I suppose it must be because of this experience of mine,
and because in previous duties, difficult duties,
God granted that I did not fail at those assignments,
I think that is probably why I was chosen.
But of course, it is not possible for me to ask this question or
get an answer. But as I said, I see this
as a great honor and
a privilege. Right now, when we look at Syria,
in Turkey-Syria relations, there are really
very difficult issues in Syria. That is, these difficult issues
are not matters stemming from difficult relations between
the two countries
as such. Now, with some countries,
there is such an issue.
Your relation with that country is truly very troubled, and then
they might assign these difficult issues to important people.
But our relationship with Syria is not like this, quite the opposite,
very good relations. Um, right now, our embassy in Syria
is our
largest embassy in the world.
In other words, we don't have more diplomats in any other country
right now. And this is the most important sign,
the clearest indication of the importance
we attach to relations with Syria.
However, our challenge here is this:
Um, there are many issues in Syria. I mean, compared to the issues I handled
as deputy minister in Ankara, I am handling more topics here.
I mean, I can say this quite openly.
Because, especially with topics linking to Turkey's domestic politics
or concerning its internal bureaucratic structure, my involvement
was more limited. Um, for instance, social security issues
or customs issues, or, um,
some similar commercial matters weren't really on my agenda that much, um…
wasn't coming. But here, in Türkiye-Syria relations,
uh,
an undersecretary of the Prime Ministry in Turkey, I mean,
whatever issues the highest-ranking person in the Prime Ministry
deals with, right now in Syria I deal with all of these matters
completely. From customs to trade,
uh,
from intelligence to, uh, military issues, uh,
from maritime matters to mining, from education
to, uh, supporting agriculture,
and so on. Uh, I mean, any issue you can imagine
concerning people
is an important matter for me right now.
Because, uh, right now Syria is practically like a phoenix rising
from its ashes, Turkey—like a phoenix, uh, rising from its
ashes, uh, on the verge of a revival,
on the verge of rebuilding itself.
Uh, and unfortunately, in the past, the Syrian State was a
is dealing with the wreckage left behind
by a structure that virtually turned the state into a drug cartel,
and is trying to transform it into a nation-state
structure. That is why on state-building matters—
meaning how we can build a state from scratch,
how a nation-state
is formed by building security units, how a nation-state
is formed, or how institutional structures in agriculture
can be established—on every matter we have
a very close relationship with the Syrian state,
communication, and cooperation.
After all, in our region,
we are the state with the strongest state structure, I can easily
say. That is, the Republic of Türkiye's
state
structure dates back thousands of years.
Whether from the Islamic state, the Islamic empire, or the Turkish state
tradition, as well as sources stemming from Byzantium.
And built upon these, it has a very solid
bureaucratic
structure. Whether in intelligence,
the military,
or finance, this bureaucratic structure truly has
a highly institutionalized framework.
That is why, in our relations with Syria, in order for Syria
to be as strong as possible this way, and for whatever is best for Turks
to also be put into practice just as well for the Syrians,
we are trying to maintain our relations with Syria.
That is why my serving and working
here
is probably somewhat related to having experience in so many diverse
fields.
And at the same time, meaning these relations of ours are
not just related to one, two, or three issues,
...that will include dozens of topics,
span this entire field, structural,
hard to track, where cooperation must be managed,
and managed in a very dynamic way— we need to place it
within a relationship framework, we need to establish it.
That is why someone who knows how Ankara works,
has close ties with the bureaucracy in Ankara, can somehow maintain these relations
with the upper echelons of our state, and
speed up the bureaucratic structure in Ankara when necessary,
was needed. That is probably why having worked
as deputy minister
with everyone in Ankara played an important
role in getting this post. So, in the coming period,
we will establish strategic cooperation, and within this framework,
we will set up many commissions, and through these commissions, no
Without letting the issue be forgotten, Turkey-Syria
relations for the next ten years— or, in a more strategic
framework, perhaps 50 years— must form the region's closest
framework of ties, building two of the closest,
mutually loving and brotherly nations—
we must bring them to this quality.
And probably, achieving this quality also played a part,
especially due to my experience in other matters,
in my being chosen, I believe.
Hopefully, we will develop this strategic goal.
