I can't understand what they were thinking, that there is such lethargy.

It's very difficult.

The heads of departments here, the secretaries, you have to enforce them.

You have to enforce ministers and your departments.

There is a hierarchy.

The Chief Secretary isn't responsible for everything.

Every minister must enforce it themselves, every secretary as well.

Every secretary must get those below them to do it too.

In the days ahead, I'm also thinking a full 360 degrees. I want to

take opinions from everybody

for everybody.

I want to take the opinions of everyone above and below a Collector.

Only then do you become a team leader.

Even when we're telling you, you're listening

unseriously. It goes in one ear and out the other.

I'm asking now, how much courage do they have?

How much guts do they have? They must sit here.

I said not to bring phones either.

To focus.

We have to sit down at noon, otherwise why are they here?

They're talking nonsense.
