Military Strategy and Preemptive Actions

During

are recognized as lawful, and Article 51 of the

United Nations Charter recognizes legitimate self-defense,

and preemptive operations have been conducted within the framework of legitimate self-defense.

will undertake preemptive operations to deter the enemy

from committing any aggression

or attack.
