Delhi's Solar Energy Policy Launch

Today is

a truly historic day for Delhi’s

energy landscape, and the Honorable

Prime Minister’s PM Surya Ghar Free Electricity Scheme

is doing excellent work across the country.

We saw that it was not really taking off in Delhi.

We understood its problems.

We found a solution, and at today’s Cabinet

meeting, Delhi has been fully

given a historic decision to take a strong step toward solar energy,

and

this

scheme is driven by an important vision of a Developed India and a Developed Delhi, because

the path to a Developed India will certainly go through a Developed

Delhi. Therefore, this decision is very

important. So today, the next version of Delhi’s Solar Energy Policy

that we have launched today

includes

400 units

households consuming up to 400 units,

households consuming up to 400 units will receive

zero upfront cost for three kV

The solar system, the solar rooftop system,

will be installed entirely by the government

without charging any amount. This will be historic,

for which we have set a target that

at 230,000 households, this

rooftop solar plant will be installed completely free of charge.

Because of the constraints under this scheme

that any household faced in installing solar,

one was the capital constraint, that all at once,

having to make such a large upfront payment

was difficult for people. Second, the GBI

incentives that we provided

were given continuously for five years after installation,

which we have now brought upfront and added to that

cost at the time of installation. Third,

people faced operation and maintenance issues, which in our project

will be handled entirely for five years by our own vendor

will operate and maintain it. Net metering

benefits will be available to all these consumers. What I

mean to say is that our goal in Delhi is

not merely to provide a subsidy for 200 units

to people. It is not just to reduce bills, but to create homes

that generate electricity. So,

through the Delhi PM Surya Ghar Muft Bijli Yojana,

the goal is to connect every home with solar power.

We have brought this vision into this policy. The Delhi

government, further strengthening that vision, has introduced the Delhi Solar Energy

Policy, under which

Delhi will prioritize upfront financial support for solar instead of recurring

incentives.

The government will bear 100% of the cost of installing

solar rooftops. That is, for a three kV

rooftop solar system, the Central Government subsidy of

78,000, along with that of the Delhi Government

We are also providing a capital subsidy of 78,000.

And while providing the capital subsidy, we have

addressed the gap

in the total cost of a solar plant

between the central subsidy of 78,000

and the Delhi state subsidy of 78,000, including 30,000

plus GBI, which we will already

provide in full at the initial stage itself.

We are also going to fill that gap, and

residential consumers whose average gross

consumption is up to 400 units will all

receive this benefit, subject to technical feasibility and

the scheme's conditions, rooftop solar systems up to three kW

will be installed by the government at zero installation cost.

Our target is that by March 2027,

we will be able to install solar systems on the roofs

of 230,000 people, and

the existing electricity subsidy will continue,

and along with the benefits of the subsidy, solar

These households will also be able to make those savings.

That is, the government has been providing benefits for up to 200 units

and when they install a three-kV solar plant, then

we assume that with a three-kV solar plant, 300 units

of power will be generated. Of these, 200 units will be consumed

and they will feed the remaining 100 units back into our infrastructure.

They will also receive benefits for those 100 units

from the government, as well as their own

subsidy for 200 units.

And for three kV, approximately 200 units

of consumption will earn them a benefit of ₹950

from the government. This scheme is a major one.

It is a major benefit for bringing Delhi to green energy and onto a solar

system. For those in the zero-to-200-unit category who are

eligible customers, the existing 100%

electricity subsidy benefit, and for eligible

electricity billing, at 50%,

a ₹3-per-unit annual energy-saving incentive

You will get approximately ₹300 if

you install just a two-kV solar plant on your rooftop.

And the surplus solar electricity that you export to the Discom

will also be paid for at the applicable rate.

That is, the customer will no longer only consume electricity,

but will become a customer who produces electricity.

And the government is bringing all these things

under a utility-led aggregation model,

which will be implemented through IPGCL by competitive bidding

to ensure both better prices

and quality. IPGCL itself will handle its

installation, vendor coordination and grievance redressal,

and will also ensure complete convenience for consumers.

Our target is high. Solar on every rooftop

in Delhi, and as you know, on all of Delhi’s

government buildings, we have already begun

installing solar systems, and our work is ongoing.

And the vendor will, for the first five years, provide free O&M.

Our focus is on long-term

effective functioning. Residential solar net metering

The process, which previously took 75 days, that too

We've reduced it to 25 days so that we can expedite the entire process

and for residential systems up to 10 kV that are

residential, the application and registration

charges have been completely waived. Now, they won't have to pay even a rupee

Nor will any charge be levied on this up to 10 kV.

on residential systems, and the Delhi Solar Policy's

target is to add 500 megawatts by March 2027

of additional rooftop solar capacity that must be added

so that we can establish an excellent solar

system in Delhi State, and under PM Surya Ghar,

we will strive to achieve Delhi's target by March

2027. So far, in Delhi

10,073 installations have been completed, including government

buildings for the most part. We understood the difficulties people were facing

and our goal is to speed up this implementation continuously.

I believe that for the people of Delhi,

on the occasion of Modi Ji's

birthday and the completion of his 25-year tenure,

we have introduced this

policy, and so that the people of Delhi

can benefit from it immediately, we will take immediate action on it.
