Dear Ukrainian men and women, today is the day when we commemorate the millions of our people who were killed by famine.

Millions of horrific deaths in the catastrophic Holodomor of 1932–1933.

It was a systematic strike against the Ukrainian people, a policy of genocide that today's Russia inherited and has once again made part of its ideology.

This entire war now being waged against Ukraine, which could spread to other peoples, is a consequence of Moscow's impunity.

Whatever form their regime takes, if they remain unpunished, Russia will try to repeat its evil.

Today millions of our people will light candles of remembrance.

This is our collective commemoration of the victims of the Holodomor, but it is also a reminder to all of us and to everyone in the world,

that preserving memory is also taking action to defend justice and to protect life.

And so that in the world there would be no reward for the destruction of people, the pain of previous generations of the Ukrainian people

And what Ukrainians are forced to go through now — all of this is very intertwined and tells us a lot

In the coming days there will be consultations with partners on the steps needed to end the war

I signed a decree on the composition of Ukraine's delegation. I approved all the relevant directives

Our representatives know how to defend Ukraine's national interests

And what exactly is needed to prevent Russia from carrying out a third invasion, another strike against Ukraine

Just as in the past it repeated crimes against our people and against other peoples as well

This is now about much more than particular points in one document or another

We must ensure that nowhere in Europe or the world does the principle prevail that crimes against people and crimes against humanity,

against states and peoples can be rewarded or forgiven.

Real peace is always based on guaranteed security and justice.

And this sentiment is not only mine. I know it is shared by millions of our people and by the majority of people in the world.

Today I continued coordination with a partner. We spoke with the leaders of the countries of Northern Europe and the Baltic states.

Eight leaders. This entire strong region. I greatly appreciate the support, and they are truly defenders of life.

I also spoke today with the Prime Minister of the Netherlands. I thank them for their readiness to help and for their principled stance.

There will be support packages for Ukraine. We are constantly consulting at various levels.

Also with other European friends and with non-European members of the G7.

Also our friends in the G20 and other countries around the world. Many are ready to support us.

Ready to support Ukraine. Thank you for that.

There will be further talks, and today we also have several internal matters.

We spoke in detail with government officials about our next steps in domestic policy.

It is important that the winter support program is moving at a good pace.

There are already almost ten million applications. Payments will begin next week.

The funds can be used until June.

But please submit the application in Diia or at Ukrposhta by the end of December this year.

By Christmas. We will provide the full amount of funding.

I also spoke with Ukraine's prime minister about audits that have already begun in energy companies.

Also, an additional audit of the entire defense sector and defense enterprises.

This military audit must be carried out as swiftly as possible.

As quickly as possible. The relevant contracts, finances, operations, and so on.

I instructed that the results be presented to the public, preferably on a weekly basis, and that the materials be handed over to law enforcement and anti-corruption agencies.

There was a report today from the commander-in-chief on the situation at the front, on Russian disinformation operations and their plans.

The situation is most difficult in Pokrovsk.

The whole sector. Significant Russian forces — more than 150,000 — which continue their assaults.

Every day the biggest attacks are taking place there. This has been going on for many months.

And importantly, our soldiers and units are destroying the occupier.

We are conducting counteroffensive operations, and on the boundary between the Dnipro and Donetsk regions we are holding defensive positions.

Kharkiv region — we are defending our positions. Zaporizhzhia — we are defending our positions.

It's difficult there on the Orikhiv and Huliaipole directions. We are doing everything to stabilize the situation.
