For them, Ukraine is always bad, the West is bad.

Money was allocated from a NATO fund, that is, we have a school in Sevastopol that was renovated with their money.

Now there is none of that, we can see how in reality it is now a neglected region.

So, in fact, this is quite a strong de-civilizing factor.
