Omar Golestan is the name of a residential township in the ninth district of

the city of

Kabul that has recently been declared an“ Emarat” by the Islamic Emirate of

Afghanistan. A number of residents of this township today, Saturday,

launched a protest gathering

in connection with this decision and demanded that

the Islamic Emirate pay their construction costs. People were worried,

and that is why they had gathered, because today, since the honorable Ministry of

Urban Development and the honorable district office were coming,

they had gathered so they could raise this issue of their rights

together with them. Our house is sealed and stamped, so why are you sealing and

stamping it now, brother? We paid money, we bought it, we have a title deed.

All of us here, all these friends you see,

did the same thing. Some other residents of

this township are asking the Emirate to help them resolve this issue. When we are

not usurpers, We bought it with our own lawful money, it is not necessary for us to

suffer, for our wives,

for our children, and even yesterday someone here had a heart attack.

Our request is that regarding this place,

two things must be separated, This must be separated between them.

First the construction or any buildings that have been made here,

and second the issue of the land,

These two must be separated. On the other hand,

officials of the Ministry of Justice of the Emirate Islamic say that after this

ministry’s reviews,

the land of Omar Golestan Township has been declared state property,

and they also emphasize the review of other usurped lands.

According to Article seventeen of the Law on the Prevention of Land Grabbing

and the Restoration of Grabbed Lands,

the case of the mentioned land was formally submitted to the Special Court for

Dealing with Cases of Usurped Lands in the central zone of the Emirate.

This Special Court,

after carefully reviewing the deeds, documents, and property office records

and obtaining information from the relevant departments, regarding the mentioned

land They had decided on establishing the Emirate.

I have referred the matter to Kandahar,

and right now it is under review by the committee assigned there.

And at the same time, when its result comes out,

it will be known whether the ruling was legal or not.

According to the officials, in this township,

eight residential blocks were built about eleven

years ago on an area of eleven jerebs of land in the ninth district of Kabul city.
