We are in God's presence, and in God's presence we must not commit crime or sin.

With greetings to the great nation of Iran and to the lofty foundation and glory of Iran's imperial monarchy.

At the outset, I find it necessary

to state two important facts, one of which concerns a veteran commando of the Imperial Iranian Navy.

Mr. Houshang Samadi recounted what he said in his interview with members of the press.

The first truth is that during the dark revolution of '57

By order of His Majesty Mohammad Reza Shah Pahlavi, Shahanshah, Aryamehr, the late King of Iran

and by orders issued from the headquarters of the Imperial Iranian Army.

The armed forces were responsible for controlling the protests and marches of the Iranian people.

They were charged with and obliged to use military ammunition.

and there was no intention to fabricate cases against the people of Iran.

and they did not label them as hypocrites, enemies, seditionists, troublemakers, or corruptors of the earth.

They did not label the protests and revolution of the Iranian people as sedition and unrest; rather, they also heard the voice of the Iranian people's revolution.

This was because Mohammad Reza Shah Pahlavi knew that under Articles 26 and 35

of the text of Iran's constitutional law, the ownership and sovereignty of the organs and the political and military powers and the governance of the country

—including the foundations of the Iranian monarchy—belonged to the Iranian people and not to the person of the king.

In his capacity as monarch of this country he was merely an agent and executor of the nation's wishes.

But the second fact worthy of mention is this:

that in the eight-year imposed war, if the remnants of the Imperial Army's Air Force

and its pilots—always brave and self-sacrificing—and the army's trained personnel (شاگردار ربیعی جهانبانی خودصودات)

and the investigative/technical experts (آیت محققی‌ها) had not been present, Iran would not have…

However, the above three months placed the aforementioned party in the position of our primary claimant and representative of the great nation of Iran

addressed to all military, policing, security and judicial forces of the sacred system (خطاب به کلیه نیروهای نظامی، انتظامی، امنیتی و قضایی نظام مقدس)

And all those who, during the past 47 dark years, were Iranian citizens opposing

and protesting the constitution and the ruling methods of this unholy regime were accused of moharebeh (waging war) and of being seditionists

and branded as rioters, economic disruptors, corruptors, and the like

and, by suppressing the protests of the Iranian people, through dossier-building and criminalization

and by tyrannical measures against the truly and legitimately protesting citizens of this land

have, over these years, enabled the ominous machinations of this repressive regime

and, regarding the fate of this suffering nation, the person of the Supreme Leader is culpable and criminal

and his immediate appointees, down to the field forces, are complicit

If they wish to depict the rightful protest and revolution of the Iranian people as an attempt to overthrow the unholy and false regime and the Velayat-e Faqih

as unrest and sedition, and to crush and suppress it

and for people who have nothing but their own cries and the official national flag — the Lion and Sun of Iran —

who possess no other weapon, they have been attacked and subjected to violence

and have been subjected to injustice and oppression, warned and served summonses and notices

let them know this, even regarding honor, purity, and innocence

May their pure, purified souls be granted mercy for all the worlds.

They shall be regarded as enemies of the Iranian nation and as traitorous and criminal persons before this nation.

and it shall be considered obligatory.

All members of the Iranian nation have the right

in the event that such a situation arises.

and in the event that the person who is the Shah of Iran

His Exalted Majesty Reza Shah

is deemed necessary to notify.

to pass and overthrow the false and criminal system of the Velayat-e Faqih.

and to take up armed struggle against the mercenaries who suppress Iran.

The dissemination and promulgation of this declaration shall be considered an act of sacrifice and struggle.

They are for informing and for the flourishing and greatness of the Iranian nation.

To raise the Kayanian banner and the Lion-and-Sun banner of Iran.

Long live freedom. Long live Iran.

Long live the Shah.

and servant and supporter

and, with divine assistance, public prosecutor of the great nation of Iran.
