Message on Unity and Rights for Kurds

We made you peoples and tribes so that you may know one another. The most honorable of you in the sight of God are the most righteous.

Indeed, God has elevated righteousness and piety above affiliation, so

By God, no Arab, Kurd, Turk, or authority over another exists except

through piety toward God and a person's righteousness, whatever their people.

O our Kurdish people, descendants of Saladin.

Beware of believing the claim that we wish harm to our Kurdish people,

for by God, whoever harms you is our adversary until Judgment Day, for

our lives are your lives, and we seek only the betterment of the country and its people,

and development, reconstruction, and national unity, and no one will be denied a share of this good.

And I am honored today to issue

a special decree for our Kurdish people that guarantees their rights and some of

their particularities under the law, and I urge everyone displaced from

their land by force to return safe and sound, with no condition or restriction other than

laying down arms, and I call on you to participate actively in building

this homeland and safeguarding its security and unity, and to

reject anything else. God is the Giver of success.
