Investigation of B.Ed Colleges in Madhya Pradesh

Where I am standing is officially a B.Ed. college.

There are students here, there is a campus,

there is a playground for sports, and a library too, there is a lab as well,

and year after year, 150 students, 100 from B.Ed.

and 50 from B.Sc. B.Ed. graduate from here.

When the NDTV team reached Khasra No.

148, 149, 2/ 1, the ground reality overturned the story on paper.

Three buildings were found on site.

One was completely closed,

the second had a Millennium Group board,

and the third was under construction.

A board of Baglamukhi College was put up outside,

but no institution named Shri Ram College was found on the ground.

Local residents also said that there is no such college on this campus.

Meaning, there is no college on the ground, but on paper,

150 trained teachers graduate every year.

Admissions took place, exams were held, results came out,

and degrees were also distributed.

This is the first picture of this investigation,

but this story is not limited to Mugaliya Kot alone.

Upon reaching Savior College in Bawadiya Kalan, Bhopal, the picture was different,

but the questions were just as serious.

The college was found operating within a school campus.

The office of the neighborhood society was also in this very campus.

The college management said

that the shortcomings pointed out by the university have been addressed.

They also claim that when the college opened, many rules did not exist,

so the new rules do not apply to them.

Yes, as for the improvements, they pointed out a slight problem in our library,

that we were short on some books, so we have ordered all of those,

and we had to order some journals, we have ordered those too.

That was our only main shortcoming.

Okay, do the students come regularly?

Yes, students come regularly, but not 100% of them come. They don't come.

How many faculty members,

how many students, and how many batches have graduated so far?

Since I've been here,

I mean, it's been about ten years for me, so you can assume that around 20 sessions

have passed. This statement in itself is significant.

If students do not attend teacher training colleges regularly,

how are teachers being prepared? B.Ed.

is not just a degree, it is a process of preparing future school teachers.

Classes, practicals, practice teaching, library, lab,

and faculty are all essential in this. The address of Kamalnath B.Ed.

College in Saket Nagar, Bhopal, is registered in NCTE documents.

When we reached there, we found a teacher in a room.

She said that the college operates from elsewhere,

and the NCTE and the university have been informed about this.

Our college is run by Arera Education Society,

and a new building has been constructed there.

We had applied for shifting in 2015 as well,

but they did not provide the shift report.

After that, last year we found out that the process did not happen,

so we informed the university again in 2022 and we submitted a DD of 177,000 for

shifting to the NCTE office in November 2022.

It is under process,

and our college is completely built and ready there.

All the equipment and shifting from here has already been done there.

Here, only if someone comes to the office, or for the address, or if mail arrives,

that is why we have left one staff member here to run it as an office.

The argument is that the college was in the process of shifting,

but the question remains, if the college was running elsewhere,

what was the address registered with the university?

What were the students told?

On what basis did the regulatory bodies grant permission?

And can any college first admit students and then complete the address

change process?

Three B.Ed colleges are running on a single campus in Sehore,

but not a single student was seen.

Now compare these ground photos with the documents of Barkatullah University.

There are 129 B.Ed colleges under the university,

including two government and 127 private colleges.

On the instructions of the Executive Council,

inspections of private colleges were conducted.

Deficiencies were found in 25 colleges during the inspection.

Serious irregularities were found in five colleges.

Two colleges were not found at their addresses.

Three colleges were found where B.Ed courses were not at the university-

registered address.

There are over 58,000 B.Ed seats in more than 600 teacher training colleges in

Madhya Pradesh. Every year,

around 47,000 to 48,000 students take admission in these colleges.

The number of government colleges is very low and most seats are in

private institutions.

In many places, the annual fee is said to be₹ 30,000 or more.

Madhya Pradesh is already mired in controversy regarding nursing and

paramedical colleges. Now, this issue of B.Ed.

colleges is raising similar apprehensions.

The only difference is that nursing involved patients' lives,

while this involves children's education and future generations.
