All right, so this is my friend Eric.

You were the one that got Nick Shirley onto this whole

question of

fraudulent home health places and all of that.

All these buildings are all hospice.

My family member needed home health services, and I was looking

at places, calling them, couldn't get through,

so I visited some of them.

When I was looking at them, there's no reviews

or the website doesn't work.

These are entities that are billing Medi-Cal a million,

two million per year.

We're here in Hollywood. Just on your phone right now,

you'd found one that looks

suspicious.

So you think there's a chance that this is a scam?

Yeah.

And it's locked. There's no actual unit number to ring.

They got their NPI number in 2021. They were Medicare certified in

2023. The owner of the business was an MMA fighter

in Georgia.

The country, not the state.

Right, right. Yeah. So it's been three years.

There's no reviews.

There's no aggregated data.

So what's the actual anatomy of the scam?

As long as you set up a home health or hospice agency with any

name, and a lot of times the name is a very similar name to something

that already

exists, and then you sign up and you get a Medicare registry

certification where you can start billing Medicare, Medi-Cal for any

services basically, as long as you have those patients.

So there's back deals where people sell packets of hundreds of

Medicare numbers or Medi-Cal numbers.

You could pay a few hundred thousand dollars for all those names and numbers,

and

over the next several years, you can just bill one point two to one

point nine

million because that keeps you in a place where you don't really get flagged.

The person who opened the floodgates to all of this fraud was

none other than my opponent in the governor's race, Xavier Becerra.

As HHS secretary, he massively expanded

enrollment. You want as many people in, you don't check anything.

Sure enough, he dismantled the fraud unit at HHS.

He also changed the policy to something called pay and chase.

It used to be the case if there's something

that seems suspicious or flagged, they

would check it out first before sending the money.

He changed that around, so they'd send the money out

and then maybe claw it back

later, which also they never did.

There's tens of thousands of these agencies, it looks like,

that could be doing

this.

All right. Hold on a second because at the end of

this video, Steve Hilton says

that Xavier Becerra is the one who gutted the fraud department

at

HHS when he was HHS secretary under Joe

Biden. What is that about? Let's look into it.

I pulled up the information, and it's true. Even RFK Jr.

has been blowing the whistle on this. RFK Jr.

has repeatedly said that when Becerra took office as HHS

secretary, HHS had roughly eighty people in the

central

program integrity function overseeing two point two trillion

dollars in annual payments. This is millions of daily transactions

across all fifty states and territories. What did he do?

According to RFK Jr., Becerra transferred or reassigned

about eighty-seven of them, which essentially gutted the entire

department. RFK Jr. described it as gutting oversight and

created an invitation for fraudsters.

So this is why so many foreign fraudsters were able to

create these home healthcare companies. And RFK Jr.

even linked this directly to the schemes in Los Angeles with the autism

clinics, the fake medical device things, the, the ghost phantom

patients. So this is how it was allowed to happen.

It was all orchestrated under the Biden administration.

And I mean, how is this not intentional?

Joe Biden gets in, they open the floodgates, they have HHS

secretary Xavier Becerra remove the fraud department in

HHS, they put all these minors with kids, and then they allow

all these fake foreign companies to sign up and just start collecting millions.

This had to be intentional. And you know what?

Here is where the intentional part comes in.

There is no other way to describe it. Right here, pay and chase.

He made the changes for pay and chase, which means paying the claims

first, look at this, including those already

flagged as high risk by algorithms.

So even when Democrats knew it was fraud, even when they knew these

foreigners were scamming us and stealing our money, they still green

lit it to make sure our tax money went through and it was

received in their bank accounts. I mean, how is this guy

running for governor of the largest state in America and not rotting

in prison? I mean, only in America is fraud like this possible.

It's just mind-blowing.
