He was talking about Jewish people, because as they established the Zionist state, they wanted young and able-bodied people to fight on behalf of the new state, even if it meant turning away refugees from the Holocaust, which they did.

They turned away Holocaust refugees, leading to their deaths, and failed to save others when they had the opportunity.
